Declines in breast cancer death rates in the U.S. may be threatened by a trend among women toward obesity, a risk factor for the disease, according to a report by the Atlanta-based American Cancer Society.

The mortality rate in the U.S. continued to drop 2 percent annually from 1996 to 2006, the most recent year with data available, according to the report released today.

Women may accelerate that decline by maintaining a healthy body weight, engaging in regular physical activity and minimizing alcohol intake, said Ahmedin Jemal, an epidemiologist with the group and a report co-author.

Failing to adopt that kind of lifestyle “could hurt progress in breast cancer death rates,” Jemal said in a telephone interview yesterday. “The obesity trend is going in the wrong direction.”

About 30 percent of people in the U.S. are now obese, according to the U.S. Centers for Disease Control and Prevention. Women who gain 22 pounds or more after menopause face an 18 percent increase in risk for breast cancer, according to a study cited by the cancer society’s report. The chance of getting breast cancer within a decade for women age 50 is about 1 in 42 on average, according to the report.

Fewer women may die from breast cancer if more effort were also made to get uninsured women to have yearly mammograms, Jemal said. While 70 percent of insured women over 40 years old have had a mammogram within the last two years, only 33 percent of uninsured females have had one, he said, citing the report’s statistics.

Opportunity

“We have a tremendous opportunity to improve the numbers if we increase access to mammograms in economically disadvantaged populations,” Jemal said. The mortality rate among African-American women is 38 percent higher than among Caucasian females, according to the report. 

Jemal said there is a 98 percent survival rate when the cancer is caught early with regular mammograms. The drop in mortality rates is attributable to early detection and improved treatment, he said.

“From 1989 to 2006, there has been a 30 percent drop in the death rate from breast cancer,” he said. “If the rate remained the same, 130,000 more women would have died in these years. I think this progress is huge.”

Overweight and obesity are generally measured by a ratio of height to weight known as the body-mass index. A 5-foot, 5-inch woman is considered overweight at 150 pounds (68 kilograms) and obese at 180 pounds.

Global losses on loans and investments as a result of the financial crisis are now expected to total $3.4 trillion, around $600 billion less than previously estimated, the International Monetary Fund said in a semi-annual report released Wednesday.

The IMF said the revised forecast follows a rise in securities values and signs of stability in financial markets as a result of massive stimulus efforts by governments and central banks. 

Banks, however, have yet to recognize more than half of their expected write-downs, the IMF warned.

U.S. banks have recognized about 60% of expected writedowns, while banks in Great Britain and the euro zone have recognized around 40%, the IMF said.

And policy makers will walk a tightrope as they attempt to reverse stimulus measures without triggering a relapse into an economic downturn or setting the stage for a pickup in inflation, the institution warned in its latest Global Financial Stability Report. 

“Great care in disengaging from public support will be necessary to avoid either sparking a secondary crisis through premature withdrawal or endangering monetary and fiscal credibility through a belated exit,” the report said. 

“Complacency now becomes a risk — banking-system problems could go unresolved and much-needed regulatory reforms may be delayed or diluted.”

Meanwhile, write-downs have started to taper, but credit deterioration will contribute to rising loan losses over the next few years, warned the IMF. 

While banks have seen their outlook and capital positions improve significantly, earnings aren’t likely to fully offset upcoming write-downs. Further action is needed to boost bank capital and earnings capacity to support lending, the report said.

Coalition talks between German Chancellor Angela Merkel’s conservative parties and the Free Democrats to form a center-right government will start Monday, two party officials told Dow Jones Newswires Tuesday. 

Merkel’s Christian Democratic Union and the Bavarian sister party, the Christian Social Union, emerged as the leading parties in Sunday’s general elections. Merkel said Sunday she would take up coalition talks with the pro-business Free Democrats, or FDP. She aims to finish negotiations by Nov. 9 at the latest and ideally by Oct. 27, when the lower house of parliament holds its first session.

All parties are looking at tax cuts, which might be an uphill struggle given the country’s soaring budget deficit, which is expected to widen to around 5% of gross domestic product after an expected 3% this year. 

Comments by key party officials indicated the parties will have tough negotiations about labor market policy, such as loosening firing rules and existing minimum wages for some sectors, which Merkel wants to stay in place but to which the FDP is demanding amendments.

Another controversial issue is Germany’s public healthcare system, which the FDP wants overhauled, while Merkel wants the existing health fund to stay in place.

The parties will also divide the ministries between them during the coalition talks. Karl-Theodor zu Guttenberg of the CSU is tipped to remain economics minister or to become finance or defense minister. Other possible candidates for the economics ministry are Philipp Roesler or Rainer Bruederle, both members of the FDP. Contenders for the finance ministry are also Hermann Otto Solms of the FDP or Roland Koch, state governor of Hesse and a member of Merkel’s CDU.

Publisher HarperCollins said Palin’s memoir, titled “Going Rogue: An American Life”, would be published on Nov. 17 after originally being scheduled for release in spring 2010.

The book will have a large first printing of 1.5 million copies, according to a statement from HarperCollins, a unit of Rupert Murdoch’s News Corp (NWSA.O).
